This girl's name is Appa.
At the time of this photo she was 16 or 17 years of age and living in the Burma town of Tachilek, just over the border from Maesai, Thailand.

Some six months after this photo was taken she went looking for work in Thailand and has not been heard from since.
The baby in the picture is staying with her mother in Burma.
It is feared that she has ended up in a brothel in Thailand.
